The first Soviet rules for electrical installations appeared in the 1940s, then were reissued several times: PUE-4 (1965), PUE-5 (1976), PUE-6 (1985), and PUE-7 (chapter by chapter, 2002–2003). PUE-6 chapters not replaced by the 7th edition remained in force until harmonized IEC-based documents (GOST R 50571, SP 256.1325800) replaced them.
After 1991, former Soviet republics kept using PUE: Belarus (with TKP 45), Kazakhstan (PUE RK, 2016), Uzbekistan, Kyrgyzstan, Tajikistan, Armenia, Azerbaijan, Georgia — national editions based on PUE-6/7. The Russian-language standard still shapes design practice across much of the former USSR.
Soviet-era flats have two-wire risers (phase + combined PEN). Moving to TN-C-S requires riser reconstruction by the utility. Meanwhile, safety is improved with 30 mA RCDs and separate PE/N in the flat board when rewiring.
The 7th edition reworked ch. 1.7 (earthing systems TN-S, TN-C-S, TT, IT; RCD requirements), introduced RCDs for housing (7.1.79), revised cable ampacity and harmonized terminology with IEC 60364.
